ipv6 installs timing out in CI

The e2e-metal-ipi-ovn-ipv6 job continues to be very very flaky. Looking over recent CNO failures, there is a noticeable trend of installs timing out at around 2h15m to 2h25m, where from the logs it seems like the install was progressing fine, it just hit some timeout before it finished. I am not sure if this is a regression or a change in average install time due to changes in OCP or what.

The job 1777622844193116160 is particularly interesting because it ultimately failed to become ready because the authentication operator was not yet Available, and yet if you look at the must-gather, it turns out that that operator became Available 1 minute after the install timed out.
