RHOCP 4.12 system:admin impersonate is greyed out in OCP console

          The console shows impersonate option greyed out for system:admin user. CLI works fine with impersonation.

          4.12.53

      Actual results:

          Impersonate option is greyed out

      Expected results:

          Console should show impersonate option

      Additional info:

          Customer has upgraded cluster from 4.12.44 to 4.12.53

After upgrade they are not able to see impersonate option in OCP console for system:admin user.
