    Description

      Description of problem:

      RHOCP 4.11 to 4.12.53 upgrade is stuck, in the context of degraded ingress and issues with the GCP cloud provider (i.e. cloud-provider-gcp)

We are seeing rather similar symthoms to [0] and [1] it's rather unclear if the fix provided in [1] was eventually backported to a 4.12.z-stream

      Actual results:

      Upgrade stuck, as the GCP cloud controller is trying to add control plane nodes to the worker/infra instance group.
