Undefined Description of problem:
With cloud-credential-operator moving to rhel9 by default, we added rhel8 binaries. However, users currently have no way of downloading them using `oc`

Actual results:
Only contains ccoctl tarball
Expected results:
Should include ccoctl.rhel8 and ccoctl.rhel9 tarballs
