Description of problem:
The test "Autoscaler should use a ClusterAutoscaler that has 100 maximum total nodes count It scales from/to zero" is persistently failing due to "MachineSet 05gcvs4c-03e8d-2hcf8rvcjw failed to scale out to 2 replicas".
This job is failing on 4.13 constantly and also in other releases
