[IBI] The public SSH key isn't set when the node is booted from the disk prior to applying the configuration.

      When we boot the node from the ISO prepared with ib-cli tool, the public SSH key works fine.

      However when we boot the node from the disk after the image is written - the public SSH key doesn't work.
