      Description of problem:

      HyperShift creates guest VMs using availability sets, while standalone OCP uses availability zones

      How reproducible:

      100%

      Steps to Reproduce:

      1.Create Azure cluster in a region with availability zones.

      Actual results:

      VMs created use Availability Sets

      Expected results:

      VMs defaults to use Availability Zones

      Additional info:

      - This causes some conformance tests to fail which has been investigated in https://issues.redhat.com/browse/OCPBUGS-31371               - Standalone Openshift defaults to AZ
