1.  Restricted network installations are for installing OpenShift clusters in networks with no access to the internet
    2.  This can be seen as explained in this page in the "About installations in restricted networks" where it reads "...you can perform an installation that does not require an active connection to the internet..."
    3.   However, in the "Internet access for OpenShift Container Platform" section of this same page it says that "...you require access to the internet...".  This seems like it's an issue with the fact that installation instructions are copied/pasted with small variations in each - and likely this part should not be included verbatim for the case of restricted networks
