Migrated SDN to OVN cluster reports: "ocm-agent-operator targets in openshift-ocm-agent-operator namespace have been unreachable"

On an SDN to OVN migrated cluster, few hours past migration, noticing these alerts being reported.

Was able to reproduce multiple times. However, issue starts appears only several hours after migration is performed.     

    1. Create a 4.14 nightly SDN classic rosa (24 node or 120 node) cluster
    2. Run cluster-density-v2 workload
    3. Upgrade cluster from 4.14 to 4.15 nightly to 4.16 nightly
    4. Migrate from SDN to OVN
    5. Wait for few hours (12 to 15 hours?) after migration and notice the alert appearing.
