    Description

      Description of problem:

      On an SDN to OVN migrated cluster, few hours past migration, noticing these alerts being reported.
      
      TargetDown Warning
      100% of the ocm-agent-operator/ocm-agent-operator targets in 
      openshift-ocm-agent-operator namespace have been unreachable for more than 15 minutes. This may be a symptom of network connectivity issues, down nodes, or failures within these components. Assess the health of the infrastructure and nodes running these targets and then contact support.
        

      Version-Release number of selected component (if applicable):

      4.16.0-0.nightly-2024-04-03-065948    

      How reproducible:

      Was able to reproduce multiple times. However, issue starts appears only several hours after migration is performed.     

      Steps to Reproduce:

          1. Create a 4.14 nightly SDN classic rosa (24 node or 120 node) cluster
          2. Run cluster-density-v2 workload
          3. Upgrade cluster from 4.14 to 4.15 nightly to 4.16 nightly
          4. Migrate from SDN to OVN
          5. Wait for few hours (12 to 15 hours?) after migration and notice the alert appearing.
          

      Actual results:
