EgressIP doesn't work in UPI GCP XPN SDN cluster

Steps to Reproduce:
Many egressIP cases for SDN plugin failed in CI on UPI GCP XPN cluster due to that egressipconfig is empty

1. Install UPI GCP XPN cluster with SDN plugin
2. Ran any automated egressIP SDN cases, or check egressipconfig in "oc describe node <nodeName>

Actual results:
egressipconfig is blank in node annotation, egressIP does not work
Expected results:
egressipconfig should have content, egressIP should work
