Adding several interfaces causes configure-ovs.sh to timeout

      Description of problem:

      Configuring several interface will cause /usr/local/bin/configure-ovs.sh to "loop" adding 15 minutes to boot time.  This will cause kubelet to NOT start requiring manual intervention.

      How reproducible:

      Always

      Steps to Reproduce:

      1. Add 15 or more interfaces, of any type, to network config. This can be done via install or post install nmstate.
      2. Restart node.
      3. Observer /usr/local/bin/configure-ovs.sh cycles through adding interfaces but stalls after 10 or so and sleeps for 90s between adding each interface. Having 20 or more interface can cause Kubelet to not start.     

      Actual results:

      Kubelet not starting    

      Expected results:

      A normal running cluster
