GNSS is not setting source is lost flag when GNSS sync is lost

      Description of problem:

          When gnss  monitoring for sync state , it should set source Lost flag to true; which is used by DPLL connected to PRTC to switch over to holdover and calculate in spec offset   regardless of the actual DPLL state
