Description of problem:

The handler CI jobs are repeatedly timing out on https://github.com/openshift/kubernetes-nmstate/pull/472 which should be essentially a noop from a functional perspective. Looking at the job history, there are no passes since Feb. 4, and it's also failing on a completely noop PR I pushed.

We first need to determine whether this is an actual functional regression or something specific to CI. That will determine the ultimate priority for the bug.
