Description of problem:

   OCP quick starts fail to launch when clicked on

Version-Release number of selected component (if applicable):

How reproducible:

    Every time

Steps to Reproduce:

    1.Install SNO using assisted installer
    2.After logging into OCP web console click on "?" and select quick starts
    3.click any of the quick starts

Actual results:

    quick start does not start

Expected results:

    pane pops up on right side with steps of the quick start

Additional info:

    Noticed in 4.15.x, also in 4.16 dev preview.  Feature works properly when I reinstall with 4.14.x.  Tried Chrome browser, Chrome incognito mode, Safari browsers.
