Description of problem:
When openshift cluster is done creating, most of the collect-profile pods are erroring with log message
Error: failed to get API group resources: unable to retrieve the complete list of server APIs: v1: Get "https://172.30.0.1:443/api/v1": dial tcp 172.30.0.1:443: connect: connection refused

1. Create AWS OVN Openshift cluster with version: 4.16.0-0.nightly-2024-03-25-100907
2. Analyze collect-profiles-* pods

Pods are erroring with log message:

Expected results:
All pods are either running or complete properly
Additional info:
I had created a GCP OVN cluster on version: 4.16.0-0.nightly-2024-03-25-025514 and did not see the same error
