Description of problem:
CPU utilization during steady workload phase of cpu_util test shows a large increase between releases for the machine-config-controller pod.
4.14.0: 0.0020996 (i.e. "noise")

Steps to Reproduce:
1. Deploy OCP 4.15.0 with Telco RAN DU Profile applied
2. Run ran cpu_util=12h tests
3. Observe per pod results and compare to 4.14.0 results for steady workload phase
Actual results:
Increase in CPU utilization by 558.05% from ~2 milli cpu to 14 milli cpu for machine-config-controller
Expected results:
cpu_utilization should be better or close to earlier OCP release
