The deployment procedure was broken for the Baremetal platform; agent-based and IPI deployment types were tested. 
It fails on a bootstrapping stage.
For the agent-based (billy) deployment type, the message received was more clear: 
"Host openshift-worker-2.kni-qe-3.lab.eng.rdu2.redhat.com: updated status from installing-in-progress to installing-pending-user-action (Expected the host to boot from disk, but it booted the installation image - please reboot and fix boot order to boot from disk VK003840GWSRV S4NDNY0R800130 (sda, /dev/disk/by-id/wwn-0x5002538e01805b34))" And than fails on timeoutFor the IPI it was just a bootstrapping timeout message:
"Bootstrap failed to complete: timed out waiting for the condition"For the 4.16.0-ec.2 and earlier releases, deployment passes successfully.
