Description of problem:
SR-IOV networks node states are not created

sriov-network-operator.v4.16.0-202403111814
How reproducible:
Deploy a SNO cluster using ZTP aiming at 4.16.0-ec.4 and set sr-iov network configuration that previously work with 4.14/15. The policy will never get into a compliant state.
Steps to Reproduce:
1. Deploy OCP 4.16.0-ec.4
2. Deploy SR-IOV network operator
3. Define a SR-IOV network over a sriov network card
Actual results:
sriovnetworknodestates not found in namespace openshift-sriov-network-operator; violation - nodes found but not as specified;
Expected results:
Policies compliant and sriov networks successfully created
