      Description of problem:

          A per O-ran API spec v3 ; on creation of subscription should trigger a push event for the subscribed event

      Actual results:

      No events are received  immediately after creation of the subscriptions

      Expected results:

      Should  receive event immediately after creation of the subscriptions at the specified event endpoints
