Description of problem: The neutron project has recently merged a changed that restricts the use of the port binding API to service accounts. Without a changes to the neutron policies, end users (including admin) can't create a port and specify a binding profile.

This change won't arrive in OSP before OSP 19, however, this could quickly become an issue upstream where we have no control over which openstack environment this code is running. We rely on this API for NFV use case.

Neutron devs are currently recommending to have nova create the port for us via neutron rather than us calling neutron directly. This appear to not be possible currently, as nova does not expose the options we need.

We need to understand what is the potential impact for this change, and see if we need to make changes on our side.
