Azure disk takes long time to mount

      Description of problem:

          Pods takes long time to start when using azure disk csi volumes

      Version-Release number of selected component (if applicable):

          OCP 4.12.28
    disk.csi.azure.com v1.22.0

      How reproducible:

          sporadically / intermittently

      Steps to Reproduce:

          1. Have an OCP cluster 4.12 deployed under Azure stack
    2. Provision volumes through disk.csi.azure.com driver
    3. Have a test pod to use volumes from 2

      Actual results:

          In one of the tests, when using 3 vols on a Pod, it took around 30 minutes

      Expected results:

          volumes should be mounted quickly inside pods
