Upgrading to 4.15.3 and trying to use oc-mirror image with in the cluster to do the mirroring fails

Currently we are seeing three issues with respect to oc-mirror:

1) when upgraded to 4.15.2 & 4.15.3 and running oc-mirror image in the cluster and perform mirroring it fails

• pull the oc-image mirror using the command `podman pull $(oc adm release info -a config.json --image-for=oc-mirror quay.io/openshift-release-dev/ocp-release:4.15.3-x86_64)`
• [cloud-user@preserve-gvm-12 ~]$ podman run -it 129783b944c2 --version
  /usr/bin/oc-mirror: /lib64/libc.so.6: version `GLIBC_2.33' not found (required by /usr/bin/oc-mirror)
  /usr/bin/oc-mirror: /lib64/libc.so.6: version `GLIBC_2.34' not found (required by /usr/bin/oc-mirror)
  /usr/bin/oc-mirror: /lib64/libc.so.6: version `GLIBC_2.32' not found (required by /usr/bin/oc-mirror)

2) Downloading `oc-mirror` from https://mirror2.openshift.com/pub/openshift-v4/x86_64/clients/ocp/candidate/ and running on RHEL8 client system fails with glibc error

3) Downloading `oc-mirror` from `https://console.redhat.com/openshift/downloads` and running on RHEL8 client system fails with glibc error
