Description of problem:
On a OCP 4.16.0-ec.3 SNO tuned is continuously restarted.
Version-Release number of selected component (if applicable):
4.16.0-ec.3
How reproducible:
Only seen on one environment so far.
Steps to Reproduce:
1. On an OCP 4.16.0-ec.3 SNO check tuned pod logs:
oc -n openshift-cluster-node-tuning-operator logs tuned-8qfxm -f
Actual results:
tuned continuously tries to apply the configuration and gets restarted
Expected results:
configuration is applied and tuned does not restart
