Description of problem:
Enable the default route and enable redirect on the operator config, image failed to pull from internal registry in Azure which supports for private storage accounts.

How reproducible:
always

Steps to Reproduce:
1.Provision a cluster on Azure supports for private storage accounts
2.Enable the default route and enable redirect on the operator config
3. pull an image from the registry

Actual results:
pull image successfully

Expected results:
should failed to pull image.
