Description of problem:
upgrading to 4.15.0-0.nightly-2024-02-27-181650 from 4.15.0, deployment openshift-machine-api/cluster-baremetal-operator is not coming up successfully

ReRan the upgrade job - https://qe-private-deck-ci.apps.ci.l2s4.p1.openshiftapps.com/view/gs/qe-private-deck/logs/periodic-ci-openshift-openshift-tests-private-release-4.15-amd64-nightly-4.15-upgrade-from-stable-4.15-baremetalds-ipi-ovn-ipv6-fips-f14/1763520080211087360
Actual results:
upgrade fails on baremetal operator pod deployment
Expected results:
Upgrade succeeds

Events details of failures-
The consistent error in both cases are below -
MountVolume.SetUp failed for volume "cert" : secret "cluster-baremetal-webhook-server-cert" not found
MountVolume.SetUp failed for volume "cluster-baremetal-operator-tls" : secret "cluster-baremetal-operator-tls" not found
and other error with related to cluster-baremetal operator is backoff restarting failed and ImagePullBackErr , I am not sure , if this is due to earlier messages of mount set up failures or independent of them .
Please help with analysis.
