      Description of problem:

      The following e2e testing scenarios are often failing only on UPI dual-stack on 4.15, it sometimes failing on 4.16. It also passes on IPv4 primary installs with IPI dual-stack. Those tests run on the hwoffload cloud, changing to a different cloud didn't have much affect. Further investigation is needed.
