we need to have oc-mirror.rhel8 and oc-mirror.rhel9 binaries for ocp 4.15 payload

    Description

      Description of problem:

          For 4.15 payload we only have 1 oc-mirror.rhel9 binary, also need oc-mirror.rhel8 at the same time .

      Version-Release number of selected component (if applicable):

          4.15

      How reproducible:

          always

      Steps to Reproduce:

          1. Use `oc image extract OC-MIRROR-IMAGE  --path=/usr/bin/oc-mirror.rhel8:. --confirm  -a config.json

      Actual results:

          Can't extract oc-mirror.rhel8 from the 4.15 payload image.

      Expected results:

          we need to have oc-mirror.rhel8 and oc-mirror.rhel9 at the same time for 4.15 payload , because we support oc.rhel8 /oc.rhel9 .
