RHOCP project stuck in the terminating state

- RHOCP version stuck in the terminating state due to default kubernetes finalizer (kubenetes).
- We are able to remove project by following KCS https://access.redhat.com/solutions/4165791
- But its a production enviroment and customer is looking for a permanent solution for this problem. On daily basis multiple projects are created and deleted. 
- Customer confirmend that they are not using any expternal api service.
