Upgradeable-to set to True wrongly for IBMCloud/Nutanix/AlibabaCloud with CCO Manual mode

      Description of problem:

      This bug is the left part of work in CCO-269/270/271.
For the providers in CCO manual mode, upgradeable shall be False unless the upgradeable-to annotation is added. But this is not the case on IBMCloud/Nutanix/AlibabaCloud clusters.

          1.Install a IBMCloud/Nutanix/AlibabaCloud cluster
    2. Check CCO upgradeable condition
$ oc get co cloud-credential -o=jsonpath={.status.conditions}

      Actual results:

      - lastTransitionTime: "2024-02-19T09:04:28Z"
    status: "True"
    type: Upgradeable    

      Expected results:

      Upgradeable should be "False"
