Fail to reach API IPv4 FIP when using dualstack

      Description of problem:

         Sometimes when installing OCP on Openstack and using dualstack, there is no connectivity to the FIP attached to the API VIP port which is set as an allowed address pair to the Servers. It's possible to reach another FIP associated to another VIP port also added as an allowed address pair.

Happens more constantly with OSP 16.2, even though we didn't see with 17.1 we believe it might happen there as well
