Description of problem:
As I couldn't find 4.15 upgrade path for 4.14.13 cluster, I have installed ROSA 4.14.5 cluster and then upgrading to 4.15.0-ec.3 from candidate channel I have installed ROSA with this command rosa create cluster -y --sts --mode auto --cluster-name vkommadiupg --region us-west-2 --version 4.14.5 --channel-group candidate --compute-machine-type m5.2xlarge --multi-az --enable-autoscaling --min-replicas 3 --max-replicas 6 --etcd-encryption I see cluster with ID 29h4ck0959unvm5dspf5pb05cbitfrmr succesfully created. Then I tried upgrade for the cluster with the below command rosa upgrade cluster -c 29h4ck0959unvm5dspf5pb05cbitfrmr --mode=auto --region us-west-2 --version 4.15.0-ec.3 -y --schedule-date 2024-02-20 --schedule-time 17:00 I see status of this upgrade as started, but it never got upgraded to 4.15.0-ec.3

Actual results:
After 1 day, I still see OpenShift Version: 4.14.5 Scheduled Upgrade: started 4.15.0-ec.3 on 2024-02-20 17:00 UTC
Expected results:
upgrade from 4.14.5 to 4.15.0-ec.3 should be succesful

This is ROSA upgrade from 4.14 to 4.15
