Description of problem:

    Documentation makes no mention of nodes being cycled when you update proxy config on a running cluster!

How reproducible:

    Every time

Steps to Reproduce:

    1. Change Proxy Config in running cluster
    2. Wait for the MCO to reconcile nodes
    3. Watch nodes get cycled
