Openshift 4.15.rc5 IPI/vSphere doesn't power on some of worker nodes.

      Description of problem:

      When installing a standard 3 master, 3 worker architecture over vsphere 7.0.3, the cluster is created but two out of three workers remain powered down and never are powered on, making the install process to fail.    

      Version-Release number of selected component (if applicable):

          openshift-install-linux-4.15.0-rc.5

      How reproducible:

          Deploy a cluster using the IPI/Vsphere approach, with no customization.

      Steps to Reproduce:

          1. Create new cluster 
          2. Wait for the installer process to time out.
          3.
          

      Actual results:

          Install process times out.

      Expected results:

          Install process should work.
