1. Install 4.15 rc build pre-launch and deploy OLM operators
2. Install OLM operators

Operators fail to Install with strategy failed: rolebindings.rbac.authorization.k8s.io "" already exists

Install should succeed
Additional info:
Customer is testing 4.15 RC builds pre launch to ensure full functionaility and has come across this issue. They pointed out https://github.com/operator-framework/operator-lifecycle-manager/pull/3159 mapping to this issue and was asking if the pull reqeust would make it to 4.15. Checking on Slack with OLM eng team, it seems it's targetted for 4.16 for fixing 4.15 a jira must be opened, hence I am opening this jira.
