Description of problem:

Originally kubernetes-nmstate implemented the nmpolicy feature using github.com/nmsate/nmpolicy, but later on that got integrated into nmstatectl as a feature.

There are some new features that are implemented at the nmstatectl nmpolicy that the kubernetes-nmstate should have, so we should move kubernetes-nmstate to use nmstatectl nmpolicy.
