AWS Deprovision Fails with unrecognized elastic load balancing resource type listener

      Cause: Installer could leak ELB listener resources when deprovisioning a cluster if for some reason they were not deleted together with the ELB.
      Fix: properly handle deleting ELB listeners.
      Result: ELB listener resources are not leaked and the Installer does not print the following message during deprovisioning:

      level=warning msg=unrecognized elastic load balancing resource type listener arn=arn:aws:elasticloadbalancing:us-west-2:460538899914:listener/net/a9ac9f1b3019c4d1299e7ededc92b42b/a6f0655da877ddd4/45e05ee69d99bab0
