      Description of problem:

      Spoke will not boot after agent install.  BMC console shows "Failed to mount /sysroot"

      Steps to Reproduce:

          1.  Deploy spoke cluster via gitops ZTP
          2.  Monitor BMC console when agent CR reaches "Rebooting" stage
          3.  Server does not boot and BMC console displays error, "Failed to mount /sysroot"
          

      Actual results:

          "Failed to mount /sysroot"

      Expected results:

          Server reboots from hard disk and continues deployment
