Description of problem:
Cluster Version Operator removes ArgoCD's tracking labels and annotations from the global-operators OperatorGroup.
How reproducible:
Track the global-operators OperatorGroup with ArgoCD
Steps to Reproduce:
1.Upload the OperatorGroup reource to a repository
2.Add it to ArgoCD
3.Sync it
Actual results:
The label and annotation are removed, the app gets OutOfSync
Expected results:
The label and annotation are kept, the app gets Synced
