      Description of problem:

Documenation states that the autoscaling can be verified by:

"... reviewing the Custom Metrics Autoscaler Operator logs for messages similar to the following:
      Successfully set ScaleTarget replica count
      Successfully updated ScaleTarget"

These logs do not appear to be emitted by the Operator into logs

Version-Release number of selected component (if applicable):

      How reproducible:

      Steps to Reproduce:

          1. Deploy an OpenShift 4.x cluster
          2. Install the Custom Metrics Autoscaler Operator
          3. Create an example loadtesting project
          4. Create a scaledobject resource with a CPU trigger to manage autoscaling
          5. Generate a load and observe the pod replica count increase
          6. Check the custom metrics autoscaler operator pod logs

      Actual results:

Log messages suggested by official docs do not appear

      Expected results:

      Recommend alternative method for validation

      Additional info:

The operator pod logs contain "Reconciling" messages which seem to indicate something happened, but not anything meaningful to a user
