      Description of problem:

      Metrics tab on the Pipeline details page is not present if the Dynamic plugin is enabled but TektonResult CR is not present on the cluster.

      How reproducible:

      Steps to Reproduce:

          1. Enable pipeline dynamic plugin and do not create a TektonResults CR.

      Actual results:

      Metrics tab is not present on the Pipeline details page

      Expected results:

      Metrics tab should be present if TektonResult CR is not present then it should show Prometheous Metrics tab and if TektonResult CR is present then it should show Result based metrics.
