[alibabacloud] bootstrap failed in region cn-shanghai, due to fetching ignition failure

    In region cn-shanghai, the bootstrap machine failed to fetch the ignition file, not sure why.

1. "create install-config" and select one of the problem regions
2. edit install-config.yaml to insert "credentialsMode: Manual"
3. create the credentials manually
4. "create cluster"

    Bootstrap failed, and the bootstrap machine failed to fetch its ignition config file from OSS bucket.

Installation should succeed.
