[alibabacloud] bootstrap failed in cn-zhangjiakou / cn-shenzhen, due to pulling images too slow

    In regions cn-zhangjiakou and cn-shenzhen, it looks like pulling images is too slow, so that no expected services running on the bootstrap machine.

1. "create install-config" and select one of the problem regions
2. edit install-config.yaml to insert "credentialsMode: Manual"
3. create the credentials manually
4. "create cluster"

    Bootstrap failed, because the bootstrap machine doesn't run the expected services, and control-plane machines failed on first-boot.

    Installation should succeed.
