Description of problem:

• Shutting down the master node where the north-role leader POD is running that affects the rest of the two master node's ovnkube-master PODs and the ovnkube-master PODs keep going into CrashLoopBackOff
• The ovnkube-master POD restart stops when we bring up the third master node
