There is a known issue with PowerPC nodes running on OVNKubernetes. This issue has been resolved in kernel version 9.4, kernel-5.14.0-412.el9. See https://issues.redhat.com/browse/RHEL-17581

As we have moved forward with deprecating OpenShiftSDN and defaulting to OVNKubernetes, we blocked all platforms from using OpenShiftSDN in 4.15. We need to continue to allow PowerPC architectures to use OpenShiftSDN in 4.15.

We also need to allow usage in 4.16 until the kernel bump has landed, which should be well before 4.16 GA.
