   routes, oauthaccesstokens and oauthauthorizetokens managed by openshift oauth apiserver are not encrypted in etcd

Steps to Reproduce:

    1. Create a cluster with a ldp
    2. check if routes, oauthaccesstokens and oauthauthorizetokens are encrypted in etcd
    3.

Actual results:

   routes, oauthaccesstokens and oauthauthorizetokens are not encrypted in etcd

Expected results:

   routes, oauthaccesstokens and oauthauthorizetokens are encrypted in etcd
