[release-4.14] LVMD config does not get created when volume group is already present

      The code path here signals LVMD creation when the volume group is not present.

      However, because the Volume Group already exists, it will never reach the logic for creation.

      This is a problem because if the Volume Group already exists during the IBU project run, we will not be able to recover post-pivot since the VG is present on the disk but the LVMD file will be lost as the code will exit here. we need to change the logic to allow creation even if the volume group is already present for 4.14 (4.15 already has this fixed due to a refactor)
