Automated OCP-47028 consistently failed that egressIP does not move to second egress node after first egress node is unlabelled

egressIP is not reassigned to second egress node after first egress node is unlabelled
Expected results:
egressIP should be re-assigned to second egress node after first egress node is unlabelled

When manually ran the test case, egressip moves to second egress node fine, it is just the automated case run consistently fail
