Provider state for machine is empty on ipi-on-bm cluster

      Description of problem:

      Check on machine lists page and one machine details page, the "Provider state" is empty, it refers to "Machine>>status>>providerStatus>>instanceState" from machine yaml, but there is not this field in machine yaml on this cluster

      Steps to Reproduce:

          1. Launch a ipi-on-bm cluster, check "Provider state" value on machine list page and one machine details page.
          2.

      Actual results:

      1. The field "Provider state" is empty. It refers to value "Machine>>status>>providerStatus>>instanceState" from machine yaml, but the machine has not this field on ipi-on-bm.
          

      Expected results:

      1. Should update the value for "Provider state", on other type of cluster, the value is "running".
