metal-ipi-sdn-bm failures due to default to OVN

4.16.0-0.nightly-2024-01-15-171218 and 4.15.0-0.nightly-2024-01-15-170507 are both failing metal-ipi-sdn-bm due to [sig-ci] [Early] prow job name should match network type [Suite:openshift/conformance/parallel] Sippy: prow job name should match network type

It looks like https://github.com/openshift-metal3/dev-scripts/pull/1622/files came in recently and changed the network type. 

The test failure, while explainable, is blocking payloads.
