Description of problem:

In a customer environement was identtified that while cleaning up orphaned pods kubelet is failing to execute rmdir against a regular file.

Version-Release number of selected component (if applicable):

    4.12.44

How reproducible:

    On customer cluster.

Steps to Reproduce:

    3.

Actual results:

    Clean up process failing because rmdir return an error when executed against a regular file.

Expected results:

Clean up process should not execute rmdir against a reglar file.
